Jessel provides strategic advice to a range of private and public sector clients on a variety of planning issues including planning applications, appeals and public inquiries, compulsory purchase and compensation, regeneration, brownfield redevelopment and renewable energy projects. In addition, he also advises on environmental issues, such as waste schemes, contaminated land, licensing and environmental litigation.
Following his experience of working for Dumfries and Galloway Council, he is particularly skilled in the preparation and negotiation of s.75, s.69 and other planning agreements, having been involved in over seventy such agreements. He also has experience of instructing Counsel in the Court of Session on judicial review into planning matters. As a keen litigator, Jessel has also appeared at several employment tribunals and made the first ever successful application to a Scottish Employment Tribunal to grant the maximum award of expenses. Jessel holds Masters degree in Urban and Regional Planning with focus on Energy, Resources and Environment, is an elected Legal Associate of the Royal Town Planning Institute and is also dual-qualified and admitted to practice in England and Wales.
