Martin has extensive experience in public procurement and projects work with a particular focus on transport, public private partnerships and private finance initiatives.
Martin provides legal and commercial advice on all aspects of projects including procurement compliance and strategy, drafting tender and contract documents, preparing evaluation methodologies, negotiation of contracts and risk allocation.
Martin joined Biggart Baillie following five years with another top tier firm where he advised a range of procuring authorities in relation to education, health, transport, defence and accommodation projects. Since joining Biggart Baillie, Martin has taken the lead on a number of high profile projects including work for bidders on the Edinburgh Trams Projects and Manchester Metrolink. This experience combined with Martin’s background in commercial property and construction means he is well placed to take the lead on transport and other infrastructure projects.
