Jessel joined our Planning and Environmental team in 2007. He provides strategic advice to a range of private and public sector clients on a variety of planning issues including planning applications, appeals and public inquiries, compulsory purchase and compensation, regeneration, Brownfield redevelopment and renewable energy projects. In addition, he also advises on environmental issues, such as waste schemes, contaminated land, licensing and environmental litigation. Jessel is particularly skilled in the preparation and negotiation of planning and other related agreements, as well as providing planning advice for due diligence in acquisitions such as the Silverburn Shopping Centre and Clyde Retail Park. He also has experience of instructing Counsel in the Court of Session on judicial review into planning matters. Finally, as a keen litigator, Jessel has also appeared at several employment tribunals and made the first ever successful application to a Scottish Employment Tribunal to grant the maximum award of expenses (T Child v Dumfries & Galloway Council S/105806/06 F585/221) and also successfully defeated the Deans South, Livingston CPO winning a full costs award on behalf of the Deans South Residents Association.
Jessel holds Masters degree in Urban and Regional Planning with focus on Energy, Resources and Environment and was also admitted as a Legal Associate of the Royal Town Planning Institute. He is dual-qualified and admitted to practice both English and Scots law and speaks Spanish fluently.
